Petrobras reduced its absolute greenhouse gas (GHG) emissions by 36% in 2025 compared with 2015 levels, totaling 50 million tonnes of CO₂ equivalent, while direct methane emissions fell by 62%. The figures were disclosed in the company's Sustainability Report released on Tuesday (June 23). According to the report, the results reflect investments in a range of decarbonization initiatives integrated under the company's Carbon Neutral Program.
(The annual Sustainability Report, which consolidates information from Petrobras' various executive management divisions, is prepared by more than 100 professionals and independently audited. The company considers it an important management tool that supports progress toward achieving these global objectives.)

Earlier in the day, during the opening session of the Energy Summit in Rio de Janeiro, Petrobras Engineering, Technology, and Innovation Director Renata Baruzzi said the company plans to invest US$ 13 billion in new technologies and decarbonization under its 2050 Strategic Plan. Over the next five years, Petrobras intends to allocate US$ 4 billion to Research, Development, and Innovation (RD&I) projects focused on these areas.
“This reduction in emissions demonstrates that it is possible to reconcile energy security and operational efficiency, reinforcing our Net Zero ambition by 2050 and our Near Zero Methane commitment by 2030,” Petrobras CEO Magda Chambriard said in a company statement.
According to Petrobras, efficiency gains, loss reduction, portfolio optimization—particularly in upstream (E&P) and refining operations—and lower thermoelectric dispatch were the primary factors behind the improvement, despite increased production levels that support Brazil's energy security. Among the decarbonization initiatives highlighted in the report, Carbon Capture, Utilization, and Storage (CCUS) projects remain a key focus. In 2025, Petrobras reinjected 19.6 million tonnes of CO₂ into reservoirs in the Santos Basin pre-salt region, surpassing the 14 million tonnes recorded in 2024. Cumulatively, the company has now exceeded 80 million tonnes of CO₂ reinjected into pre-salt reservoirs, meeting a publicly announced commitment.
The Sustainability Report also highlighted Petrobras' progress in advancing a just energy transition and supporting the United Nations' 2030 Sustainable Development Goals (SDGs). In 2025, Petrobras was among Brazil's largest taxpayers, contributing R$ 277.6 billion (US$ 53.49 B) in taxes and government income payments. These resources are directed to the federal government, states, and municipalities to support public administration, essential services, and infrastructure investments.
Outside Brazil, Petrobras paid US$ 448.65 million in taxes.
The company also emphasized its economic impact through R $195 billion (US$ 37.57 B) in supplier payments during 2025. Petrobras stated that it prioritizes the procurement of Brazilian and local suppliers whenever market and business conditions permit. In addition, since 2024 Petrobras has incorporated a Human Rights clause into its contracts, establishing requirements related to diversity and inclusion and prohibiting prejudice, discrimination, harassment, sexual exploitation, child labor, and conditions analogous to slavery, among other human rights risks.
On the environmental front, the report stated that Petrobras achieved its target of implementing Biodiversity Action Plans (BAPs) across 100% of its facilities, covering 74 operating units. More than 142,000 hectares of terrestrial and coastal environments and over 1 million hectares of marine environments were studied, including Brazilian sedimentary basins where Petrobras partners also operate. These Biodiversity Action Plans serve as tools to identify risks, guide conservation measures, and establish measurable biodiversity protection and restoration targets.
Within its Research, Development, and Innovation (RD&I) portfolio, Petrobras invested R$ 215 million (US$ 41.43 M) in 40 projects that generated strategic scientific knowledge and technological solutions for biodiversity and ecosystem services management. The report further notes that Petrobras voluntarily invested R$ 480 million (US$ 92.49 M) in social and environmental projects during 2025, representing a 63% increase from the previous year. Environmental initiatives included forest restoration and conservation projects across all Brazilian biomes.
According to the report, these projects—implemented by civil society organizations—have directly contributed to the restoration or conservation of approximately 579,000 hectares of forests and natural areas, including about 5,000 hectares under restoration and 574,000 hectares under active conservation. Petrobras estimated that the initiatives have helped avoid the emission of approximately 2.7 million tonnes of CO₂ to date.
Another highlight was the company's investment of R$94 million (US$18.11 million) in the Autonomy and Income Program, a social initiative focused on job creation and income generation through professional training, entrepreneurship support, and productive inclusion programs.
Petrobras has been a signatory to the United Nations Global Compact since 2003, underscoring its long-term commitment to the Sustainable Development Goals and the 2030 Agenda.
